3月27日，联合国工业发展组织新任驻华代表Tonilyn P.LIM（林唐懿）女士出席了由联合国工业发展组织、上海社会科学院联合主办的首届绿色数字化发展论坛。本届绿色数字化发展论坛以“数字与绿色共舞 经济与社会并进”为主题，上海社科院绿色数字化发展研究中心、联合国工业发展组织全球创新网络项目上海全球科技创新中心、上海虹口中联工发科技创新中心承办。中国国际经济技术交流中心、上海社科院信息研究所、联合国训练研究所上海国际培训中心共同支持。来自社会各界、政府机关和研究院所的嘉宾发表了精彩的主旨演讲。
UNIDO驻华代表Tonilyn P.LIM女士在论坛开幕式上宣读了工发组织的贺信，祝贺论坛的成功召开，并在致辞中指出：中国在可持续发展领域取得的一系列成就令人瞩目，所以联合国工发组织2021-2025年在中国展开的国家项目，将重点关注创新驱动的产业发展，绿色产业，乡村振兴和国际合作。早在2016年11月，联合国工业发展组织为实施和发展全球创新网络项目，建立了上海全球科技创新中心上海拓展，以支持中国工业能力的提升，并在全球分享中国的最佳实践。
开幕式上举行了“上海社会科学院绿色数字化发展研究中心”揭牌仪式。同时，还举行了“全球绿色建筑数字化发展中心(筹）”、“碳中和全球促进中心（筹）”的合作签约与揭牌启动仪式。“全球绿色建筑数字化发展中心”和“碳中和全球促进中心”是在联合国工业发展组织全球创新网络项目构架下，分别由上海虹口中联工发科技创新中心、上海市虹口区科学技术委员会、三家合作成立，以及上海虹口中联工发科技创新中心、、华南理工大学环境与能源学院等多家邀上海环境能源交易所共同合作发起成立的。
此次论坛为上海“天蓝、地绿、水清、繁荣”的绿色数字化发展，实现2030可持续发展议程，推进包容性可持续发展提供了很好的交流平台。
2021年3月26日上午，联合国工业发展组织（UNIDO）驻华代表Tonilyn P.LIM（林唐懿）女士访问了位于上海白玉兰广场的联合国工业发展组织项目机构——上海全球科技创新中心（SGSTIC）。
SGSTIC主任王根祥先生，项目助理薛涵也先生和上海虹口中联工发科技创新中心副主任刘晶博士陪同Tonilyn P.LIM女士参观了项目办公室并介绍了办公室所在地上海虹口区北外滩建设规划和科技创新企产业扶持政策。而后Tonilyn P.LIM女士听取了关于UNIDO项目No.150363“推进包容性工业可持续发展全球创新网络建设“（全球创新网络项目）的执行情况介绍，特别是对新冠疫情爆发以来全球创新网络项目积极参与疫情应对而作出的一系列工作介绍，还特别听取了2021年工作计划和项目中远期规划。
Tonilyn P.LIM女士高度赞扬了项目自实施以来在促进科技创新方面取得的成就，并结合自身在工发组织的工作经验对项目下一步发展方向给出指导。SGSTIC十分感谢Tonilyn P. LIM女士对项目成果的肯定，将根据LIM女士的建议，在UNIDO的指导下上海拓展，增进与UNIDO及其他联合国驻华机构的交流合作，发挥好联合国工业发展组织多边合作网络作用，继续支持UNIDO驻华代表处的各项活动，扩大项目及联合国工业发展组织在华影响力。
UNIDO expands the Global Innovation Network in Shanghai
On the morning ofMarch 27, Ms. Tonilyn P.LIM,the new UNIDO Representative and Head of theRegional Office for China, DPR Korea andMongolia,participated in the 1stGreen Digital Development Forum which was jointly sponsored by the UNIDO and the Shanghai Academy of Social Sciences（SASS）. The theme of forum is" Building a Digital Society, creating a green ecology and sharing a harmonious home ". The forum was organized by SASS Green Digital Development Research Center, UNIDO Global Innovation Network project, Shanghai Global Science and Technology Innovation Center, and Shanghai Industrial Development Science Technology Innovation Center. The forum was supportedby China International Center for Economic and Technical Exchanges，SASS Institute of Information and UNITAR Shanghai International Training Center.
Ms. Tonilyn P.LIM read UNIDO’s official congratulatory letter from Mr. Bernardo Calzadilla-Sarmiento, Managing Director, Directorate of Digitalization, Technology and Agri-Business, at the opening ceremony of the forum, congratulated the successful convening of the forum, and pointed out in her speech: China has made remarkable achievements in the field of sustainable development. Therefore, the Country Program being developed by UNIDO in China from 2021 to 2025 focuses on innovation-driven industrial growth, green industry, rural revitalization and international cooperation. As early as November 2016, in order to implement and develop the Global Innovation Network project, the UNIDO supported the establishment of Shanghai Global Science and Technology Innovation Center to support the improvement of China's industrial capabilities and share China's best practices globally.
During the opening ceremony of the forum, the unveiling ceremony of SASS Green Digital Development Research Center was held. Afterwards, the unveiling and signing ceremony of Global Green Digital Building Center and Carbon Neutral Global Promotion Center was held. The Global Green Digital Building Center (GGDBC) was organized by Shanghai Industrial Development Science Technology Innovation Center, Shanghai Hongkou District Science and Technology Commission and China State Construction Technology Group Co., Ltd. The Carbon Neutral Global Promotion Center (CNGPC) was organized by Shanghai Industrial Development Science Technology Innovation Center, MCC Energy Conservation and Environmental Protection Co., Ltd., the School of Environment and Energy of South China University of Technology and Shanghai Environment and Energy Exchange. Both GGDBC and CNGPC are on the platform of UNIDO Global Innovation Network.
This forum provided a good communication platform for Shanghai's green digital development of "blue sky, green land, clear water, and prosperity societyand to realize the 2030 Agenda for Sustainable Development and advance inclusive and sustainable industrial development.
On the morning of March 26, 2021, Ms. Tonilyn P.LIM visited the Shanghai Global Science and Technology Innovation Center (SGSTIC) in line with the UNIDO project “Strengthening the Global Innovation Network on ISID” (Global Innovation Network (GIN) Project).
Mr. WANG Genxiang, Director of SGSTIC, Mr. XUE Hanye, Project Assistant of SGSTIC, and Dr LIU Jing, Deputy Director of Shanghai Industrial Development Science1 Technology Innovation Center（SIDSTIC）, accompanied Ms. Tonilyn P.LIM to visit the project office and introduced the construction planning of the North Bund area in Hongkou District, Shanghai, and introduced innovative industry support policies for enterprises. Then the team updated Ms. Lim on the GIN Project, especially the project achievements since the outbreak of the Covid-19 pandemic and also, the work plan for 2021 and the long-term future planning of the project.
Ms. Tonilyn P.LIM highly praised the achievements of the project in promoting science and technology innovation since its implementation and provided guidance on the next development of the projects way forward. SGSTIC is very grateful to Ms. LIM for affirming the outcomes of the project. According to Ms. LIM's suggestion, SGSTIC should enhance exchanges and cooperation with UNIDO ITPOs and initiatives based in Shanghai, other UN agencies in China, and work for the multilateral cooperation network of UNIDO. Strengthened coordination and support to the activities of UNIDO Regional Office in China, would further expand the influence of the project and UNIDO.
